Larry Dean Morse II dedicated his professional life to the pursuit of justice as a career prosecutor. After decades of service as a line prosecutor in Merced County, California, Larry was elected District Attorney, a position he held with honor and distinction for twelve years. Subsequently, he served as the legislative director for the California District Attorneys Association, until his untimely death in 2021. Larry’s commitment to justice was equally matched by his dedication to assisting those around him who needed a helping hand. He was a mentor, counselor, coach, benefactor and friend to many and a beloved husband, father, son, brother and grandfather.

This grant is designed to provide financial assistance, to applicants who have a demonstrated commitment to a career as a prosecutor, anywhere in the United States. This award may be used for debt relief, medical assistance, continuing education, and other such items where the award would have an impact on the financial wellbeing of a career prosecutor. Larry often used humor to ease the burden of being a prosecutor. A simple story where the applicant has also used humor to deal with life as a prosecutor will be looked upon with favor during the award evaluation. At least one award may be made each year.

GRANT SUBMITIONS: March 1, 2023 thru April 15, 2023

  • A letter of interest explaining the applicant’s commitment to a career as a prosecutor. (Two pages maximum.)
  • Applicants must be currently serving as a prosecutor and have done so for 5 consecutive years previously. (“Prosecutor” includes all local, state, & tribal prosecuting attorneys, anywhere in the US.)
  • At least two letters of recommendation focused on the applicant’s demonstrated commitment to a career as a prosecutor.
  • Applicants must be in good standing with their state bar and of good moral character.
